Buy a tin of PVA (yes, the white glue stuff) and water it down as on the directions as it turns it into a seal, the mix is something like 4 to 1.

If it is very old gloss paint then it's sure to contain lead as old gloss paint was very bad for this and is now banned, not a good idea to sand it off without protection.

There are deglossing products you can buy to take the gloss off. I would use that rather than sanding on a ceiling.
When sanding anything, consider the dust and what is in the dust!! It will be time consuming and difficult. The old gloss paint will always have condensation on it too.
I would suggest overboarding the ceiling, plasterboards are cheap and you could get a room re-boarded for 拢50. Apply some tape to the board's joins and apply a stipple finish on it from a tub. Then coat your brand new ceiling with emulsion.
You'll want to use an oil-based primer first and then any kind of paint will stick to oil-based primer...
