Try a solvent called OOPS! It will remove dried latex paint and some oil paints from fabric. Use a white cloth with this stuff because it will cause some dyes to bleed. Test on a hidden area of the jacket first, someplace like in a pocket or behind a zipper. You can buy OOPS! in the paint section of a hardware store. How do you get white gloss paint out of a black jacket?
try some w hite spirits/turps. You can get stain removers like stain devil brands... or go to a specilaist like a dry cleaners for advice.
Try Hair Conditioner. Let it soak for a couple of minutes and scrape with a butter knife.
Paint thinners or turpentine might help if its still wet. Otherwise throw jacket away - sorry.
Thinners is for cellulose paints as used on cars. Turps wont work if the paint is dry. If still wet rub gently with a soft cloth soaked in turps without spreading the paint. If paint is dry you could dab with paint remover to soften, but be prepared to use water to stop the action if necessary. Either way you may have a residual mark
