Does anyone know of a product that could be used to either remove the above or to cover it up? I want whatever it is to be quick drying and matt black so it matches the surrounding tarmaced area and looks good.

Try rubbing the area with turps on a rag to get the most paint off then paint over the rest with black bitumastic paint.
A good quality paint stripper which is applied for 30 minutes or so should do the trick. Could also be burned off with a blow torch.
Rent a hot air gun (and a long extension cord, if need be). Heat up the paint with the hot air gun and use a scraper to scrape the paint up. The little that's left behind can be disolved with turpentine or other solvent and blotted up with a rag or two.
