Do the entire wall with Kilz Indoor/Outdoor water base. Wait at least 4 hours and then paint away with your new paint.
If your using satin latex and the paint on the wall is oil based paint, it will have to be sanded to break the glaze on the surface. You can use liquid sander to do this, if the paint on the wall is latex, just paint right over it with new paint. Point, you can put oil base paint over latex, but not latex over oil base unless it is sanded. first.
Satin and semi-gloss are so similar it shouldn't really make a difference. I would first try painting it in over to see how it looks. You might find, depending on the colors or paint consistency, that you would want to finely sand or prime first.

If the paints are the same base (oil or water), you shouldn't have any trouble. The sheen won't make a difference. You run into problems when you try to paint over an oil-based paint with a water-based (latex) one. If that's the case, definitely use a primer first that's compatible with your new paint.
