Try sugar soap,available from most hardware shops it comes in spray bottles or packets of powder,

Yes it is as white spirits evaporates. But you would be better off lightly sanding the surface and then washing it with sugar soap before appylying the next coat.
Personally, I'd use stuff called ';Sugar Soap'; (its not made from sugar, it originally came in granules that looked like sugar) to clean the surface, and then lightly sand to provide a ';key'; for the new paint.
You would do well to rub down lightly with sandpaper to remove any shine on the surface and provide a key. if its a matt surface u can skip this.

To avoid all of that apply a primer. Zinsser 1-2-3 is a excellent primer and it covers offer any painted surface.
