Depends on the type of paint. Most paints cure in two phases:
1. Flash off. The dilutent(s) evaporates away.
2. Curing. Oil based paints absorb oxygen and cure by chemical reaction. Water-based paints evaporate away the co-solvent and coalesce. Lacquers may have some chemical reaction, but primarily cure by evaporation of solvent.
