Good question. As it happens I just took delivery of Swarfega Oil %26amp; Grease remover today. I'm going to use it with my water compressor spray set up to clean the drive.

i have washed down thousands of brick and never had any luck with muriatic acid taking off paint...sorry.
it will eat into the tarmac , wont destroy but wont do any good :::!!!! put a spot on a bit of tarmac and watch it bubble away::!! pressure wash the paint off after sanding .(sounds silly) the top surface and applying some white spirit
I would be on the safe side and use paint remover, the one that removes paint from dried up paint on paint brushes. if it can remove paint from these it will almost certainly remove it from tarmac without harming it, don't use brick acid.
That's what the contractors use to clean brick. muriatic acid.

There are many products available. If you want one thats non toxic and you can touch with your hands, visit www.QVC. something or other. Its in their product range for ordering
so they say .but not found it to be that good at getting paint off
