Sand off what you can and then undercoat it thoroughly before applying new gloss or other paint.

Sand it off - either by hand or with an electric sander.
Plastered walls are found in older homes. Lead paint was used before 1978. Do not sand. Wash with TSP, follow the directions on the container. Once dried completely, prime with Zinsser 1-2-3. Let dry over night. Now you are ready to paint..
