very bad idea to use eggshell in a bathroom. It will not stand up to the humidity and will peel off in a few years. Absolutely. Semi-gloss is nearly impossible to paint over regardless of the finish you are using, and if you try without a primer, it will take a lot more paint and will likely bubble and peel due to poor adhesion.
I would probably recommend Kilz as a primer especially because this is a bathroom area prone to moisture, and Kilz helps prevent agains mold/mildew on top of priming and helping to block out that color your are painting over.
Finally, usually in a bathroom, I would go no flatter than a ';satin'; finish, and many people recommend semi-gloss due to resisting stains and mildew from moisture, etc. Egg shell finish will soak up and hold water more easily and might not look as nice after a few years.

PS. Just saw your comment about this being a powder room. In that case, it's not as big of a deal to avoid eggshell finish, but it will still be harder to keep clean...that's up to you. I still recommend Kilz as a primer, and if it were me, I'd go with Satin finish.
Also, I don't recommend sanding (suggested by someone else) because I tried that once...it's tedious and difficult to sand an entire room by hand (easier to roll on primer), not to mention all the dust from the sanding then has to be vacuumed up and wiped off the walls with a damp cloth...then you have to wait to make sure walls are dry before painting. Also, depending on the age of the house, sanding could expose you to lead-based paint, which is just not good.
Most definitely!!! And if you don't use the correct primer for the type of paint it won't do ya any good! Eggshell over Semi-gloss will just ding and nick if not primed correctly!
Ask the folks at your home improvement store...they will give you everything you need!!!
depending on how old the paint is I would suggest using primer not to mention the extra work will give you a much neater finish as well its more work but its also better off because you wont have to worry about touch ups... not to mention its a powder room its not gonna take you a long time to prime it and paint it do yourself a favor and save yourself the hassel and prime...
no, just lightly sand the wall so that it's not so ';slippery';... if it was oil-based and not latex, then you'd have to prime it.
