Yes you can no sanding is required you have no reason to sand semi gloss over the same product sanding is only for bonding one coat to another or smoothing out surfaces.*

You can use an oil to go over a well cleaned (with T.S.P.) latex but you would have alot of extra work to do if you want to use a latex over oil? Can you give more info?
